Why spend a billion dollars in security for a city hosting the G 20- summit ?

a couple of points that may be determining factors:
as this G 20
was an international meeting,
all nations provided whatever
level of assistance securing
as they were able'
Mexico, as part of
team North America certainly did,, lucky they sent baton guys:
Mexico is in the middle of
a 20,000 dead shoot out
with their anti Govt fanclub.
Sure Canadian directed security
will not chase down an arsonist,
or lone window smasher
in front of a swarm of
other protesters
as this would start
a violent riot :
the bus pass liberators
just might try to free their hero
and in the process get shot--
or punched in the face..
better to let a few windows and a police car or two go
than risk a direct conflict
with the sterm-for-a -day
cake eating civies
where someone would more than likely get really badly hurt resisting arrest
also, you saw no growling
canine patrol riot dogs..
heck they work great
and are cheap
and everybody runs away
from a big barking dog
but that would
give the impression
of evil Nazis chasing

I am no special fan of the cops,
but I see some restraint
on their part
and I see nothing

I say if it got down
to a struggle,
the cops would have won;

charged with rioting
and them the army steps in
with small tanks closing down
the city centre..
the Americans went that way
in the 60s & 70s
with Police fighting
hippies protesting
the War in Viet Nam
and after a US city
had endured a riot or two-
overall confidence fell
and that city slowly turned
into a dead water slum..
If Toronto slummed out
in a decade there goes Ontario..
there goes Canada ..
here comes American economic aid there went North America
as a three nations package
A Billion bucks in 2010 money

It would have been fine
